Have you trashed your prefs yet?

Press Alt (Windows) or Option (Mac OS) while launching Premiere Pro. You can release the Alt key or Option key when the splash screen appears.
To reset preferences and plug-in cache at the same time, hold down Shift-Alt (Windows) or Shift-Option (Mac OS) while the application is starting. Release the Shift-Alt keys or Shift-Option key when the splash screen appears.
If you don’t see the list of your recent projects on the Welcome Screen the next time you launch Premiere Pro, the preferences were reset correctly.

You don’t mention if you are on Mac or PC. But I’ve had that issue on my home PC. Usually just got to Project Settings / General, and set to Software only renderer as had been suggested. Let us know if that works or not.

Actually, you’d need to just use a wipe transition to add the border. Why linear wipe doesn’t have a border option is beyond me.

In the past, I’ve gotten less than desirable results when using the “Maximum Render Quality” box. I don’t usually check it. About the only time I might is when I am going to a different frame size. Like taking a 1080 sequence down to 720 to I can email a :30 spot. So, as what was suggested, try one without it. Since you are going from 1080 to 1080, I don’t see a need for it.

Mac/PC, I don’t think that really matters. If you are editing off the QNAP via Gigabit ethernet, you will get questionable playback of your 4K. See if you can get a 10 Gig connection on the PC and on the QNAP server.
Adobe suggests to have your cache go to a dedicated cache SSD drive.
Just like on your Mac, your PC should be using the graphics card for some effects and renders.
You may want to allocate a little more RAM to PPro and AE, than the default.
Check what your cpu is optimized for. You may be able to overclock it a little depending on what your motherboard is.

What sort of issues? Can you explain what’s happening, or have screen shots? Are any 3rd party plugins used where you have issues?

Click the 3 lines next to your Bin name “A Roll” at the top of the bin, deselect “Preview Area”. That should do it.
