Use Shane’e method.
The frame rate converter is a tool used to extract the flagged frames that are laid down in a 59.94 stream to be removed to allow for 23.98 playback.
This is only good for footage shot with Panasonic Camera’s.
If you need to convert 59.94 to 23.98 then use shane’s droplet.
If it is panasonic footage shot at 23.98 then just drop it into a 23.98 timeline and it will play back correctly. The frame rate converter should be used for the offspeed stuff you shot.

You could have the record inhibit switch on the deck enabled.
You could have the record inhibit tab up on the tape.
This is a start.

I would double check to see if that is a typo.
4×3 aspect equals 0.9 pixel aspect and with the 720×480 I think you will be fine. If you use the aac encoder that will be fine too.
I would ask about the pixel aspect, but based on the other specs it all looks standard to me.

I have the same system with 6.5RAM. I use a KONA 2 card so I never use digital cinema desktop but I do drive 2 23 inch monitors with that GFX card.
Should be no problem. What size monitors are you trying to drive.
Open disk utility and run a repair permisions on the drive as well.
Run FCP rescue or FCP attic and trash your prefs as well.

You are attempting to import a movie that does not have the supported codec installed in your Quicktime folder.
If it is coming from AVID then you need to install the avid codecs.
My guess it that you are trying to import an AVI movie.
You will need something like sorensen squeeze to convert it into a format that FCP can recognize.

A general rule.
An image double the frame size 1440x 960 with the same dimensions as your source will let you zoom in to about 150% to 175% quite easily.
A maximum of 150 DPI but 72 DPI is enough.
DO not make the common mistake of using high DPI files (it does not make a difference but it forces FCP to do far more calculating than it has to.

Set RT setting to SAFE and playback quality should be HIGH not DYNAMIC, same with framerates, etc.

Open the motion tab and make sure that all of the numbers XY cordinates are even numbers like 1, 2 or 3 etc.
