    It sounds like your rendering.
    400 frames can go fast of slow depending on the scene and your computer. The same scene renders 4 times faster on my work computer than it does my laptop. A good way to estimate your render time is to preview render one of the heavy frames and then multipy that time by the number of frames you are rendering.

    Get a cube, make it editable, move the axis to the bottom of it. Get a cloner object and make the cube a child. Set the cloner object to grid array and set how many building you want. Now with the cloner object highlighted get a random effector from the mograph menu, in the parameter tab of the random effector uncheck position and check ON scale.

    Now you can randomize the height with the Y scale in the random effecter and control the amount of city with the cloner object.

    There is a display tag with all the other tags or you can keyframe the visible in render option found in the basic tab of its attributes.

    Take a sphere and drop the segments to a low number like 9(I have not tried so you may need a different number here.) then delete the bottom of the sphere and the delete the back side of the sphere then delete half of what you have left (should be a like a pie slice shape) then delete a couple polygons that are the holes in the ball. You can then extrude the edges inside the holes to get the thickness you want and then use three Symmetry objects to put the ball back together.

    There are couple ways to do this. For the best control use a combination of IK tags and constraints. Both require MOCCA. However since this is an extremely simple movement with little or no variation you can set it up with expresso and a couple range mappers.
    There is a range mapper tutorial on the C4Dcafe that Vilandra made that might be of some help.
