1. Hardware acceleration cards like the Matrox RTX100 or Storm2 wont help in other apps. I would hold off on purchasing a card for a bit as things are in a state of flux with HD/HDV coming on the scene. You might be suprised what Pro and a fast PC can do with SD without a “card”.
2. I would upgrade Pro to 1.5 and Photoshop to CS2.

Premiere does not support Mpeg editing without the MainConcept Mpeg plug-in.

With your clips on the timeline…File>Export>Movie>settings>general…Quicktime as the File Type.
Then Video… and Avid DV as the Compressor. -
1. Suspect that Windows may be giving you are poor looking display in Pro’s Source window. Open a DV clip in Windows Media Player. Choose Tools>Options>Performance>Advanced…make sure Digital Video is set to Large.
Also use a TV as a preview device while editing in Pro (use your cam as a pass-thru).2. Nothing is wrong with the field order. PC monitors cannot display fields correctly…again, use a TV for previewing.

I hope the stuttering and green blocks are not on the original footage.
Windows Media Video 9 is the most efficient codec going.
File>Export>Adobe Media Encoder…choose Windows Media as the Format and then WM9 PAL download 256 and/or 512 for the web. Then make a custom setting with 2.1 mbps for archive. -
Could be a field issue (horizontal lines). What are the properties of your source video? (File>Get Properties for…) Was it a DV camcera?

Unless you have Magic Bullet effects applied, your render should be in almost real time. Try updating to 1.3 from Main Concept.

A higher bitrate, like 7 mbps would make your footage look even finer and a preset with 4:3 aspect ratio will fill up the screen.
