The system will do HD, what they don’t have is the ability to output HD since they need a Dnxcel board. But the system will edit HD material. You can always work with 720p material if you like. A bigger question for now is what are the plans once the cutting is done? That will help guide a better response.

Look for settngs in the encoder that indicate sources are 16-235 or not. if exported as 601/709, check that setting.

Avid FX is made by Boris. It allows the import of EBU N19 files as creates an FX track with all subtitle in place.

The advantage of editing in native 23.976 for eventual broadcast at 59.94 is the fact that the cadence is continuous from start to end including all layers, VFX, etc and allows for a better MPEG2 encode for broadcast DVD, etc.

Yes you are doing it right. The 30fps with skipped frames reflects exactly the source tape which is a 60 frame format controlled by 30fps timecode (- the .1% of course). The START always reflects the source used to capture. If you want 0-24 timecode, highlight the START and do a cmd-D or ctrl-D and select TC24 from the pop up dialog box. The TC24 column will now show you its frame accurate conversion from 30 to 24 based on the pulldown relationship to the original timecode. Avid will now track both timecodes as needed and display above the monitor. The same can be repeated for 25fps, 25 with pulldown, 30fps with no pulldown, etc.

DS Nitris is the only product that can edit native 2K and 4K files. All other Avid editing products use SD and HD as proxies and track the metadata for a conform – timecode, KeyKode, DPX, etc. is all tracked. Depending on expected quality – I did a project where I hooked up the output of my Adrenaline to a Slingbox and the director could log in using the client. In that case, he did not need to see me – communication was done over normal phone lines.

Are you in SD or HD? Are you in green/green mode or green/yellow mode? Is “render on the fly” set to active?

If it’s nothing but straight cuts and dissolves and you are not doing your online on an Avid product (Media Composer Adrenaline, Symphony Nitris, DS Nitris) then working in 29.97 and delivering a matchback EDL to 23.976 is OK, not great. You need to remember to be in a matchback project and know that your edit points can be +/- 1 frame at any one point.
Creating a 23.976 project will allow for more flexibility as well as accuracy in the final conform. You can still create an EDL but without the +/-1 frame adjustments but if conforming on an Avid system you can hand over the bin with the sequence or an AA sequence (if going to DS) and have conform of layers, effects, titles, etc. Audio will be easier to deal with as well if going through Pro Tools or you want to create a temp track for the conform.
