Something on the media drive is changing every day causing Premiere Pro to be confused. Some files are not matching, likely XMP. Try changing your preferences for Media cache files to save media cache files next to original. This might help. Also, try testing some files by running them from a local disk, not a shared one. See if you still have the same problems.

The Timeline is Shift+3. I’m not sure what you mean by the compositor/layers panel, Effects Control?

We have the tool, and it works basically the same. Check the toolbar and look for the Track Selection tool: https://adobe.ly/10Np0xs

Snapping in Premiere Pro is not as evident as in FCP. However, if you’re even close to the playhead (not cursor, BTW), and then make a splice with the razor blade tool, you will definitely create a cut at that point. FCP users are not typically satisfied with that, so make a feature request for “better visual indicators for snapping”: https://www.adobe.com/go/wish

You really should not create a new sequence with the Animation codec, that will be too hard on your system.
Better to use a sequence codec you use in your normal post workflow and render the file out in that sequence. This is a better way to deal with playback unless you have a monster system with tons of throughput.
