Maybe. Do you have any external devices plugged in? What kind of media? Where is your media located? On a separate internal drive?

You should run Premiere Pro from the boot drive, not an external one. That’s the first thing to test.

Correct answers. One thing to number 2: A lot of FCP switchers expect Match Frame and Add Edits to work on selected clips, as well as selected tracks. That is not the case in Premiere Pro, track selection guides both these things. If you want Match Frame and Add Edit to work on selected clips, regardless of track selection, please make a feature request: https://www.adobe.com/go/wish

There could be many reasons why this is happening, unfortunately.
How much RAM are you allocating to Premiere Pro? Check Preferences > Memory.
Has the RAM been tested and is it good? Run the Apple Hardware Test.In Project > Project Settings > General, are you running the Mercury Playback Engine in Software Only mode or Hardware mode?
