    I think it will be the best way:
    >use 3ds max and then import the 2d movie and camera datas into AE
    >then a video could be playing on a billboard
    >there are some plugins for 3DMAX which can be used to create a city

    there are some tricks:
    >open your PS.
    >create a new file
    >creat a new layer,draw anything you like in it
    >apply a glow effect onto the layer
    >Save it as a PSD file
    >open you AE
    >import the PSD file into you AE as a composition
    >select the layer with the glow effect
    >open the effect window
    >then you can see the “glow” effect
    >now you can copy and paste it to any layer you like:)

    here is my advices:
    >draw a gradient picture in your Photoshop
    >import it in to AE together with the video
    >add a Gradient Wipe effect to the video and set the gradient as the layer.

    creative a new solid layer,apply a Particle Playground effect to it,attach the position properity to the position of the ball by expressions.adjust the Particle system ,then you can get the effect.If you had a plugin “trapcode Particular “,you could get a “tail” from the presets. that plugin can make many beauticful partical tails.

    NO.Actually,AE can only import camera Data and null objects from Maya.

    Check your settedings of “fields and pulldown”.If you had did it properly.Maybe it’s because that AE can not work well with the vob files.So you might need some certain soft to convert the vob files into avi files before editing them.
    Have you tried the software vob2avi?This soft can convert your vob files into avi files.Then you can edit them in your AE.

    It seems that you were trying to make a N-video to play on a PaL-monitor.So,why not just shift your project setting into a Pal video and render again.Then ,the Pal-video can shurely be played smoothly on a PAL monitor.
