With 2-pass VBR for a 107 minute timeline NTSC with PCM sound, your average rate should not exceed 4 MB. Use a bitrate calculator.

Why 10 bit uncompressed when the source is 8 bit compressed at best? No use trying to add info that was not there to start with.

Basic rule of thumb: Don’t convert from one one format to another unless there is no other way. Every conversion will cost quality.
Second rule of thumb: What was never in the original, cannot be added in post. Example an 8 bit stream captured, will NOT improve by using 10 bits. A 4:1:0 stream will NOT improve by using a 4:2:2 setting.

Whatever you are trying to achieve in PremPro, the result will always be mediocre at best and terrible in most cases. PP is not suited for this work flow. Try another program.

I don’t know Don Greening, so I can’t vouch for his expertise, but it looks like a simple setup problem. Many, many people have captured material from an XL1 and haven’t experienced the problem you encounter now. It may be just a matter of having Windows recognize the camera through fire wire and after that open PremPro. If you connect the camera when your project is opened, it will not be recognized.
