How are you seeing this 23.98 fps?

Visually on the info tab or are you saying it’s playing back at 23.98 fps?

All clips have a frame rate base on the camera settings.

Up to you to place it in the timeline at whatever framerate for output.

If you are saying you did all that but the clip plays back in real time then I’m not sure.

Hmm, convenient not sure.
I would render out a version with a solid color bg then re-import and use Roto.

You can still use the original path animation and use it as top layer.

Im not sure but all you needed to do was conform to the framerate you wish.

I do this in AME at times.

There are built-in ones, you just need to combine/edit them.

When you select anything other than Progressive under Field Order you can see both Upper/Lower options.

Some of those can be truncated to a single example.

Frame by frame and Stop-motion for instance.

Not sure what you mean by Character (Explainer Video).
Are you referring to PowToons?

I would not put that together.
