Scripts, such as Excalibur, can change the PAR for all selected events.

You would likely need to upload the VEG file somewhere for someone to load to see where the black and white is coming from. From the one screenshot I see, the “Split Screen” mode is turned on in the preview.

There is no such thing as “Sony Vegas Pro 17”. There is VEGAS Pro 17 by Magix, though. Sony sold VEGAS at version 13 over 5 years ago.

Is it all audio plugins? Or only certain ones?

The “Track EQ” added automatically on every audio track is sort of like this. 1 = Bass, 2 = Low Mid, 3 = High Mid , 4 = Treble.
The good thing about it, though, it that it’s more versatile in that you can change the frequency each sits on and you can also change the “width” each one covers – so it can cover a very narrow or very wide frequency range.
This is like the EQ built into our professional sound board. Four frequencies (Low, Low Mid, High Mid, High), can change the frequencies (frequency), and can specify how narrow or wide each one affects (Q).

Not if your timeline is set to “drop frame”. Remember the timeline is usually at 29.97 frames per second so there aren’t exactly 30 frames per second and some frames are “dropped”.
Right-click the timecode above the track headers and choose “Time Format”. What do you have selected there? I’m guessing it will be “SMPTE Drop (29.97 fps, Video)”. Change it to something else and you’ll see different results – such as “Time and Frames”

Scripts, such as Excalibur, can easily bring that back. You can manually do it by using the Trimmer window.

Do you have “Ignore event grouping” turned on? It’s a button on the toolbar below the timeline.

Move all the media to a new folder and then open the project. Do not look for the missing media. Now try to add each one back individually.
However, it could be a bigger issues. Some recent Windows updates have caused problems with Vegas being able to open some files. You can see more information here:

Click on the “hamburger” button on the right edge of the event (it’s the three lines on the far right edge of the event. On the menu that open, deselect “Event Handles”.
