That’s what Null layers are for. Add a null layer, parent both your layers to it and then resize the null without loosing proportion between your layers.

It depends on the image- it would help if we can see a still.
One way is to duplicate the layer, mask the window on the top layer and apply effects as desired. You can also precomp the window layer and apply something like trapcode to simulate light rays coming through.Tudor “Ted” Jelescu

If you need to tweak the blood in 3d space, you could try to do a 3d track (like Dave suggested) using Boujou or SynthEyes. Then distort the blood layer in 3d space using Freeform so that it matches the right surface/perspective. Use track data to position the distorted mesh on the person.

Import file as composition- layer size. This will bring in the vector art on each layer at it’s own size, without the artboard around. Also, sizing down the artboard helps, if you got a lot of empty space around.

Key first, do compositing and first pass color correction to match the chroma footage to your background footage. Then proceed to the final grading. I prefer Magic Bullet, Colorista and Synthetic Aperture in AE to grade, but Apple Color works just fine.
