I need to essentially “blow out” a window, mimicking an extremely bright light shining through.

Any ideas on the best way to accomplish this? I can do it simply using brightness adjustments but how do I only effect the window and not the rest of the image?

    Thanks!

It depends on the image- it would help if we can see a still.
One way is to duplicate the layer, mask the window on the top layer and apply effects as desired. You can also precomp the window layer and apply something like trapcode to simulate light rays coming through.

Make a duplicate of your layer with the window in it.
Place it below the first layer.
Mask the window in the lower layer(panes separately if you have them)
Apply a hefty (40 or more bluriness) gausian blur to the masked layer
Set the top unmasked layer’s transfer mode to overlay.

You can also use a mask on an adjustment layer and apply effects to the adjustment layer.

There’s a link to a tutorial that shows how to do this here: “Adjustment layers”
