Look in your effects palette for the “Reformat” effect menu. In there you will see a prebuilt 16:9 Letterbox Effect. Drop that on an upper track over your video and you will have a letterboxed show.

You mean “Pillarbox” which is the black bars on the side which maintains the full 3×4 frame.
What you need to do if you want to fill the 16×9 HD frame without making fat people is to blow up the shot so it fills the frame left to right. This means that your top and bottom will be cut off. This may not be what you want on a per shot basis.
Fortunately Avid has a solution in the “reformat effect” which allows you to select the source and program side of the effect. So you would apply it, select 4×3 as source, 16×9 as program and then you can actually move the frame up and down in the shot to reframe it for content. This is called “pan and tilt” as opposed to the usual “pan & scan” which fits a 16×9 frame into a 4×3 frame.

I agree with Job. You need to deinterlace first.
You can do that in Avid by using the fluidmotion effect or even the standard motion effect set to 100 percent motion and duplicated field.
This is not the most elegant approach. You are better off sending a QT ref to Sorenson which is free with MC and doing the deinterlace at that compression stage.

Phase reversal would remove the dialogue not the music.
Why?
Phase reversal says that sound wave can be cancelled by a soundwave that is exactly opposite. If you take a mono signal. and invert it, then combine it, it should cancel.
Dialog tends to be a mono track spread across the stereo channels.
Music is stereo and therefore should be different on each side.

And Adobe purchased the technology (and the company I seem to recall) for doing that so it may not be available to others.

As I understand Filemaker serve(and I’m no expert) it just plays traffic cop in updating files between clients. It doesn’t actually host the files locally.
Caveat: I reserve the right to be wrong about this….
