The type of PC is pretty much up to you. I bought a couple of Dell’s until this last system that I had built for me by a PC guy.
There is no need for a special capture card unless you are capturing analog. In that case a Canopus AVDC card or external would suffice. Canopus used to have the DVStorm2 which worked until Premiere Pro 2.0, then Canopus decided to not support Adobe and force their users to Edius.
You can usually get by with two internal drives. One for programs and one for projects and video. A third drive for a scratch disk is handy. Forget the externals except for backup, unless your new PC has an external SATA (ESATA) port.
If you will be editing HDV, get more power and bigger drives, and probably go with a two drive RAID0 for your video.

Half of a frame is impossible. You get a frame, or more. Less than one frame is zero. No fractions allowed.
Except if you mean that only half of a frame would have the message while the rest of the frame was normal?
It is simple enough to make a title and put it over the video. Right click on the title in the sequence and set the duration to 1, 2 or 3 frames and see if it works for you. I doubt you will be happy. Most subliminal message have to do with quick messages, yes. But they are also in colors that closely match the video. It is not all that simple.

The music you can get with SmartSound allows you some pretty spectacular audio with a lot of customization. You can hear samples on their site before you purchase it.

I don’t know, Mike. I am getting so used to having two monitors, that a third PC monitor might be pretty darn handy. As long as I can still have a fourth (my HDTV).
I can see having After Effects open in one, and Premiere Pro in two. Yes, I can certainly see that. Hmmm. I wonder?

The beta trials haven’t even started as far as I know. I expect the next version to come out in June with the Mac release. So nobody is going to see it until, well, really soon is my guess. But maybe not.

What kind of camera is it? Why doesn’t Premiere Pro recognize it? Using ULead is probably the cause of the problem. You should be using DV AVI Type2. What are your options?

You can see the sense in this. Once treated as mono, it can only go into mono tracks.

You are trying to apply this to a stereo clip in the project panel, right? Not on the sequence? Just asking.
What can you tell us about your audio clip. Is it video and audio, a WAV file, an MP3?
