Why isn’t this option available for my stereo clip? Do I need a plug in?

You are trying to apply this to a stereo clip in the project panel, right? Not on the sequence? Just asking.
What can you tell us about your audio clip. Is it video and audio, a WAV file, an MP3?

No problem. You are not the first to have that happen.
You can see the sense in this. Once treated as mono, it can only go into mono tracks.
