This is what I have for a set up:

It seems that since I have used an Xpresso tag to control the joints rotation, I no longer have the ability to offset the time with the Step Effector.

Thank you both for your input. I did try your idea Bill, but I have yet to find a smooth result with this method. I’ll play around with a few other settings and let you guys know if I find a better solution.
