Possibly your file is corrupted or something on the same line, at the time of saving your file and the powercut disconnected then you cannot get your files back for 95% sure.
i ran into this many time. I always save file whenever necessary and make as many version as possible, once iam done with the work i’ll delete the older version. It saves lot of time.

Select the text by double clicking on the text or ‘Ctrl A’, you should get a black highlighter of the text.
Hold the ‘Ctrl’ and you should get a trasformation box around the text, if you click on the corner you will change its proportion. whereas if you click inside the text (Anywhere but center of the text, that will move the alignment) you will move the placement.

It happens only if you keep pressing the ‘H’ key and the mouse button.
To use this tool more effectively, Press the ‘H’ key on your keyboard and click on the left mouse button, and without removing your finder on the mouse and from the keyboard, move the bounding box to the position where you want the zoom to happen and release the mouse.

It happen if the brush is set to ‘Full Brush Tip’ in the Cursor setting under Preferences dialogue box. Change that to ‘Normal Brush Tip’, and you’ll get a clear circle even if you bring down the hardness slider.
‘Full Brush Tip’ will include all the pixels under the cursor. Basically, it is showing how far the falloff is happening, adjust the hardness slider to see.
‘Normal Brush Tip’ will show only the brush size and minus the falloff.

you could increase how much photoshop use the ram from your machine through ‘Performance’, but i don’t think there is any way to find out how to check.

have you tried resetting all your preference? before you open photoshop. Sometimes it works.
