You could use the Cinema Tools conform option. It will speed the clip up by 4%, but it’s my understanding that it’s how feature films are delivered.
I played with it on a project last week. The speed change bothered be so I ended up slowing down the entire film by 96% in FCP. In my opinion, this was a lot smoother than duplicating the 24th frame.

Depending on how your client will use it, you might not need to convert the file to PAL. Many modern DVD Players in Europe play back both PAL and NTSC. Make sure they know what they want.
For PAL conversions, I use Nattress Standards Converter.

HDCAM decks don’t output 23.98 SD video. If they are capable of exporting SD video from 23.98 HD (some can’t do it and other require an optional 2:3 pulldown card) it will be at 29.97.
So if you’re finishing in SD, you’re best bet is to just leave it at 29.97.

If you’re trying to stripe a tape via FCP over firewire, I don’t think it works.
I have to set a timecode preset on the deck and then start recording. Once I have the basic timecode on the tape, I change the deck back to regen timecode. This will allow me to start a master at a specific timecode on the tape.

Can you open the clips in QuickTime? What edit system have you been using?

So it was shot on XDCAM and uses archival footage from digibeta and VHS? Then you’re going to make a HDCAM master that will go to the Nitris?
If you transfered the XDCAM footage over firewire, maybe the best thing to do to “ONLINE” your project is to change the sequence settings to ProRes and render it. Then layoff the HDCAM master. That might work well for you.

Compressor comes packaged with my editing program. I like that!

While I work with and trust the AJA cards, if the Blackmagic Intensity or Intensity Pro cards do what you want, they’re hard to beat as far as price goes.

It sounds like is should have worked. I haven’t used FCP4.5 for quite a while so I don’t remember how it worked.
You could try changing the distort property in the motion tab of the clips.
You can also turn on the wireframe and stretch the footage in the canvas by holding the shift key as you drag a corner.
