Is the audio in the WAV file something other than stereo? If it’s mono or 5.1, and you try to drag it onto an existing stereo track, Premiere will create a new track to match the number of tracks in the file. In other words, you can’t drag a mono or 5.1 file onto a stereo track.
If the track you want to work with is 3, you can always delete 1 and 2. Additional tracks can be added later if needed.

Start with File-New-Transparent Video and add that in a video track above the others in the project. Drag the write on effect onto the Transparent Video and then check out the Adobe link above. You will be writing on the Transparent Layer. Set keyframes at small intervals such as 5 or 10 frames. Warning- this takes a long time to render, even with a fast computer. This works great for tracing a path on top of a map or for writing by hand.

Connect your camcorder to your PC with firewire. Put the camcorder in VCR mode. Look at the LCD on your camcorder and listen to the camcorder audio with either the built-in speaker or headphones. When the CTI is on the timeline and there is video at that point on the timeline, you should see a picture on the camcorder LCD. If you play the timeline, you should see moving video on the camcorder and hear the audio. Turn your PC speakers down all the way and listen to the audio from the camcorder. Does this work?
If not, change the playback settings in Premiere until it does. Be sure that the settings support audio and video out via firewire. Go to Project- Project Settings-General, and then click Playback Settings. Under Export-External Device, be sure that DV 29.97 is selected instead of None. That sends the video out via firewire. There are two choices for audio- Desktop Audio and External Device Audio. External Device Audio must have the black dot inside the circle so audio will go out via firewire. If you still don’t see anything on the camcorder, try a new firewire cable. The earliest version of Premiere that I have is CS3 so there could be some small differences in the interface.

This is a common problem, especially with playback of burned DVDs on older DVD players. Some players are fine with replicated DVDs but not so great with burned DVDs. A few years ago a friend of mine bundled an inexpensive DVD player with each wedding to make sure this would not happen. Have the client play back on a different or new player. Have them watch it play back on your player or play back using a laptop.
I have also had some brands of blank DVD disks not play back correctly on certain brands of players. Changing to a different brand of blank disks fixed the problem in this case. A school system had Sony players in all locations and this DVD was used in all of them. You could also try reducing the bitrate in Encore or use a lower bitrate preset.

Did you set up your project in Premiere for 24P? This is set in the New Project, Load Preset tab. In CS3 the options under DV-24P are: Standard 32 kHz, Standard 48 kHz, Widescreen 32 kHz, and Widescreen 48 kHz.

I did not see your second post earlier. In your project settings in Premiere, Project Settings- General- Playback Settings, there are two options for External Device. Be sure to select DV 29.97 (720 X 480) instead of None. Below that be sure to select External Device Audio. These settings will send the video out via firewire to your camcorder or deck. If you are exporting to a camcorder you can monitor the video and audio using the LCD and speaker on the camcorder. If you are exporting to a deck, be sure you are connected to a monitor so you can see the picture and hear the audio while it is being recorded.

Is your project SD with a 4:3 aspect ratio on your timeline? If so, it will be exported in that format. SP or LP will be set on your JVC deck, not in Premiere. At least one of the Sony decks that I use does not have an option for LP. Just check the manual for your JVC deck and make sure it is in SP mode. Some decks record only in DVCAM mode instead of DV and that needs to be checked in your JVC manual. Higher end SD decks record SP only and DVCAM only.
Another easy export option is to export via firewire using a standard DV camcorder. You can put your camcorder in record and then play from the beginning of the Premiere timeline- whatever is on the timeline will be recorded on tape. Be sure to render before using this method & be sure your PC can play the timeline without problems.

Just put the audio in the A1 track, drag the video into V1, and edit the video on the timeline- you will be able to hear the audio while you are working on the video.
There are other options but this is one of the easiest.Rich Baim

Daniel,
Thanks for your quick reply. I read through the information in the link regarding the movie atom at the beginning of the file. I assumed that if I chose the FastStart option in Sorenson Squeeze 5, the file would be correctly set up for progressive download. Is that right?
I’ll import the file into Quicktime Pro and export as self contained to see if that will fix the problem. Are there any settings needed on the server side?
Thanks,
Rich
