You can resize in Vegas.

Right click left end of the timeline, then:

pan/crop – right click image – “match output”

Edit your clips and call the projects hokey1, hokey2…….
Put the PROJECT hokey1, hokey2 and so on, to the timeline for final rendering til a DVDA template.
