Going from PAL and render to NTSC mp4

I shot with a DVX100 PAL progressive and need to render to mp4 NTSC. I am getting a lot of jagged edges or blur with motion. What is the best way to do this? I am using Vegas 8.0c.
Do I need a different codec? Should I convert PAL to NTSC before editing? I checked out Atlantis conversion but still see problems.Thanks for the info

It’s easy to render PAL as NTSC 24p.
Create a new project.
On the Video tab of the Project Properties dialog, choose the template that matches the desired output format. For example, choose NTSC DV if you’re converting PAL video to NTSC, or choose PAL DV to convert NTSC video to PAL.
Add the file you want to convert to the timeline.
Render the project:
a. From the File menu, choose Render As. The Render As dialog is displayed.
b. Choose a drive and folder from the Save in drop-down list, or use the browse window to locate the folder where you want to save your file.
c. Type a name in the File name box, or select a file in the browse window to replace an existing file.
d. Choose Video for Windows (*.avi) from the Save as Type drop-down list.
e. Choose the rendering template that matches the desired output format.
f. Click the Save button.

I did what you said and it seems to look okay. Now I should take the AVI and put it into MP4?

Ask someone in this forum to explain why, too difficult language to me.
Now you got .avi, then just convert to .mp4.
