Are you saying that you want to speed footage up to make it look like it’s moving faster with motion blur? Creative use of echo in the time filters might work. Or possibly CC Wide Time, or even force motion blur…

Whenever I’ve letterboxed something I’ve just put a black solid and masked the middle portion out.
To get the positioning right it’s just a matter of adjusting the position, keyframing where neccesary.
