Definitely a combination of several effects. Which is usually the case. Animated fractal noise, turbulent displace, glass or displacement mapping, masking, glow, and particle effects at least.
If you want a single effect that will get you closest, it would be Video CoPilot Saber. But that won’t stay in the shape of the sword, so you will have to use a mask to keep it within that shape.

The example is not shown, but from the description it sounds like a job for Trapcode Form. There you can use animated layer maps to control the amount of effect applied to specific areas of the particle field.

The default setting of 180 degrees motion blur is a compromise between smoothness and sharpness. If you make it 360 degrees you will get maximum smoothness, but the images will look somewhat “smeared”. If you need to prioritize smoothness over sharpness, you can try that (if you haven’t).

From what I can tell, your code should work for that just fine, making the top X layers transparent (as long as the expression is applied to the transparency in every one of them), skipping — or including — the controls layer, since you’re actually including (slider value + 1) layers into it. Or is it not doing that?

Did you try converting it to an image sequence?
If nothing else works, you may have to resort to some nasty workaround like playing the video while screen recording it.

My first question is: Do you have a plan for how to handle the second instance of the same letter in a line of text?
I suspect you will be introducing more problems than it is worth, since you will have to calculate the position of each letter somehow. That already will limit what you can do with the letters afterwards.
What is the objective that made you think of this option, i.e. what limitation with text animators do you want to overcome?

Color: Put the original, uncorrected image on top of the layer stack and change the blending mode in the layers panel to “Color”
Glow avoidance: Yes, it has to do with the quality of lens, lens anti-reflection coating, cleanliness of lens and well as the quality of the infrared filter in the camera (although that’s more rarely the problem). Bright light bounces back and forth between the individual lenses creating a glow. Or a dirty lens diffuses along the way before it hits the sensor. Or, could be there’s a sub-par IR filter in the camera, which can let infrared frequencies of light through which show up as glows.
Cleaning the lens carefully would be the first thing to try.
In the worst case you have some humidity build-up inside the lens, which can be caused from going from cold to warm environment too fast, which may require getting the lens cleaned professionally.
