    I am totally stuck with this. Not sure if I need to figure out an expression or what…

    Basically I’m trying to figure out a way for the dots to “Come alive” and begin following the person on camera. I’m trying to have them (at a certain time) begin to move forward on the x axis in little jumps, beginning after the talent walks by. I tried to do a wiggle expression, but that threw the dots out of place from the initial alignment they need to be in for the beginning positions.

    How do I get the dots to begin moving forward individually at around :07 in when the talent walks by?

    The example is not shown, but from the description it sounds like a job for Trapcode Form. There you can use animated layer maps to control the amount of effect applied to specific areas of the particle field.
