I think you do not have to convert to PAL if your footage is 720p 24, as its neither PAL or NTSC. You just change the playback preference in the system settings to 24@25 to playback in PAL land. Just export as is.
The 1080i resolutions have 50 (25fps) and60 (30fps) respectively.
Not sure what you are trying to do here. Are you trying to continue your edit on a PAL system?

Are you trying to have the Digibeta record the timecode of your timeline? Or are you trying to get visual timecode numbers burned into your image?
The timecode generator filter is for burned in timecode…I will assume that is not what you want because that would be kinda weird in this instance. (but who knows)
You need to stripe your tape with black and timecode using your digibeta deck. If you want to do an insert edit, you need to black and code the whole thing, which you can do with FCP’s Edit to Tape function. If you want to do an Assemble edit, you only need to black and code the first ten seconds or so. Stripe your tape to begin at the timecode you wish your program to start at (allowing for Bars, Tone, Slate, etc.). Then edit to tape.
You do not record timecode from FCP, nor is it necessary. Just have the tapes timecode match your timelines.

The machine you are downloading to needs to be updated to 5.1 (as its a paid upgrade). Is this the case.
5.1.1 does more than just patch the app, it completely replaces 5.1, so they restrict access to only people who have 5.1 installed.
If it detects 5.0x installed, then it directs you to 5.04.Pardon me, if I have misread the situation.

EDL’s are a very old standard. They were originally used for linear (tape machine) based edit systems like CMX, GVG and Sony. Because there is only one record machine, the idea of multiple video tracks really does not translate into this protocol. The AAF protocol was created to replace EDL’s on non-linear systems..FCP and other systems support it, but the whole thing is in its infancy and doesnt really work well yet.
Use multiple EDL’s for each video track, as others have mentioned.

I got mine in about a week (lucky, I guess) and I did not have to uninstall anything.

For graphics intensive material you might notice a difference, otherwise you might as well use the standard setting.
Do some tests and see what you think. It’s really dependent on the material and your judgement. -

its fairly poor quality, but it can be done. 8khz is about the quality of an old telephone.
you need to use Quicktime Pro, iTunes or Compressor to convert the audio to 16 bit 48khz Stereo AIFF.
