Film flash. Overexposure of frames when the camera stops and starts causes a shift in color and brightness. Off the top of my head (assuming you don’t want to spend the $$$ to license the footage from someone like Artbeats) you could probably fake it with color overlays and a glow effect.

You need the high end nVidia cards to go to 4096×4096. 6800 or 7800 would do it.

MoGraf stuff will be done in Motion with compositing and effects in Shake.

Could there be a corrupted font on your system?
Have you tried deleting Motion and reinstalling it? AppZapper is a great little shareware utilty for deleting apps and their attendant files: http://www.appzapper.com

In the particle inspector go down to the Color Mode. Change to “Over Life” then add a second opacity stop at the right end on the top (opacity white) bar. Change the new stop to 0% opacity and adjust the middle bias control to adjust the speed off the fade out.

Could be several things but sounds like a caching issue.
Are you running any other apps in the background?
Is there plenty of available space on your hard drive?
Are you using 16-bit or float color?

Check the duration of the audio preview in Preferences.

Have you played with the Find Edges or Threshold filters on a copy of the original city layout image? These make great starting points.
