Probably the best way to do this would be to use the Magic Bullet product (Instant HD) from redgiant software. It is a plug in for PPro or FCP. It essentially gives you a software based anamorphic filter, allowing you to integrate 4×3 with 16×9. Its not a perfect stretch but better than stretched letterbox that you can do with PPro native.

Under Video Effects PPro choose Broadcst colors, and apply. It will work with graphics or text or video. You may have to render. Use the scroll for NTSC or PAL. The default settings (110 implied IRE) work well for either format. You can lower this value, but don’t raise it if you are sending it out for broadcast or replication.

Premiere uses all of your computer hardware. Soundboard, VGA drivers, and video card drivers, all of which have to be acceptable to the application. The fact that it was running, and I am assuming flawlessly, would point to some change. Could be something changed in BIOS or some other application conflict. Like maybe the installation of some new CD/DVD burner software, or improper installation of some new codec version. Especially if a reinstall did not change the problem. (which is usually not required, and can add to the problems if not done properly.) Can you create a new program ok? Try to see if it is for sure Premiere not working, or could there be some corruption of some part of your problem project files.

It would sound like you possibly have a problem with whatever drive you have assigned for media cache, or possibly a bad raid array. You might try to Run a scandisk on all of your drives if you haven’t already done so. This does not sound like a Ppro problem, but more like a system problem. Are there any other clues you can post, like possibly any other error messages from a windows event log?

I have an antique radio mfg Bush and Lane Piano co. circa 1925 It has 8 tubes. If you look closely there are no connections to the grids of 5 of these valves. Consequently only 3 tubes really perform the intent of a functioning am receiver. We used to have laws governing this kind of stuff, but I doubt we have any one in congress smart enough to understand how we as consumers are being bilked. There have been quad cpu motherboards out for a couple of years now fully capabile of supporting 8 core technology, made by Tyan and SuperMicro. There is nothing in the Mac or MS world capable of using this. Parallel processors would be great (ex Cray)twere it more than smoke and mirrors. Oh and right before NAB Give me a break. The quad core stuff barely works, and speaking of smoke and mirrors, how many G5s have gone up in literal smoke? I know of half a dozen within miles of my shop. Be happy with what you have if it works.

4 frames are way too much for even the worst of mixers to delay. Not the problem. Defrag either. Does it play that way in the source window as well? If so there is something else going wrong in signal routing or Axio config. Or possibly could it be with the original tapes? Look close at Raw Beta playback of same material.

It sounds to me like you have an established project setting in PPro initialization that is causing the problem. If you go to new project, then look at custom settings. Under general tab there is a provision for setting this up to 1.0 PAR. By doing so everything defaults to that setting. Change it to .9 and re-import the previous projects you are having trouble with. That should clear it up. If you have done so already and Windows/Premiere is not saving this setting for some reason, you may have a problem with your Win XP install.

This may be due to an improper pixel aspect ratio setting when you are setting up your project settings. DV 4×3 must be set to 0.9. If you have chosen a BM set up and modified it to 1.0 square pixe ratio, you will have this problem. Not saying that is your issue, but maybe. The default settings when you initialize BM project are correct.
