If you need to move those two elements together, either select both before moving, or hit G to group. Not sure about your reference to an envelope here.

The Media Generator has presets with a transparent background. Use one of those, or you can manually set the background’s transparency (alpha setting) in the media properties dialog.

The text editor can’t, but you can achive this effect using a keyframed Bezier mask.

The project properties only affects the way it is displayed while you are working. This is independant from the rendering template you use.

So, just edit in NTSC as usual, then render to PAL when you want to export.

Arrange it like this:

Track 3 is the actor, set the track compositemode to multiply (mask).
Track 4 is the mask, set the track to be a child of track 3 and add the mask generator FX to the mask video.
Track 4 is the background.
