The DV codec is not in play when you encode to Mpeg 2 (nor is it during DV capture).

In the full version of Vegas, you can set the default in Preferences>Editing>New Still Image Length.

Sounds like you have your keyframe interpolation set to ‘hold’. Right-click on the keyframe and set it to ‘linear’ or one of the others.
