Yes, unless you have Mpeg software that will let you join the segments without re-rendering.

There is no choice of file types for DVD. Has to be Mpeg2,
If you re-render as one file in Vegas, you will be re-compressing the files and that will be a noticable quality loss. There is software that can join them up without recompression such as Mpeg Video Wizard.
Your best best at this point is to use the separate files and link them to each other or to a menu through end actions. Either that, or go back to the original .veg files, join up the segments in the original format, and create the complete Mpeg.
As for what will fit, add up the file sizes. A single layer DVD will hold 4.3 GB.

You can save markers with the media using the Trimnmer. Does that help?

By default, the number of frames that the cursor moves with the arrow keys depends on how much you are zoomed in to the timeline. As you have seen Alt/arrow is always one frame.
I customize the keyboard in prefs so that the arrow is always one frame.

If your media is really 4:3 with a mask, then it can only be seen as 4:3 by the computer.
You might try to create a widescreen project which makes it seem squished horizontally, then strech it using the DVD and or TV settings.

You would use the normal 4:3 setting and perhaps change settings on your DVD player and/or TV to zoom in.

How are you judging the capture? Just playing off the timeline or doing a Print to Tape?
How does the video look on the capture preview during capture?
