The easiest way is to use the linear wipe effect, though it’s not the most “realistic” You can also use the typewriter effect and reverse directions. If you are looking for the best results, you will need to use masks and the stroke effect: use masks and the stroke effect.

Use the pen tool to draw shape layer lines. Then use trim paths to draw them on.
If the map is already made, use the same concept except trace over the finished map and use the line layer as a track matte (to do this, put it above your finished map layer, and set the lower layer to alpha matte). Your shape layer with the lines will become invisible, yet your bottom map layer will only reveal where your invisible lines have drawn on.

The example you linked to was shot with a camera on a slider or dolly. No After Effects necessary 🙂
You can recreate the look in After Effects with a paper texture, a text layer, and a AE camera. Make a long composition with the texture and your text and drop it into the another comp that is the size of your final video. Make the precomp 3D, tilt it on the x axis, and add a camera that is parented to a 3D Null Object. Keyframe the null object so the camera dollies from one side to the other. Add a spot light and turn on depth of field for the finishing touches. Maybe add a slight warp to make it look like your paper isn’t completely flat.

You could try the Distribute Layers script, though I’m not sure how much control you have in where the layers are randomly positioned. You would have to keyframe the layers before you apply the script, then apply it and keyframe their position ahead of the previous keyframes.
I personally would just manually keyframe everything in this instance, just because I feel like the amount of tweaking you would end up doing using another method would add up to just as much work. Who knows though; I’ve been wrong before. 😉

Seems like the track is a little shaky; close, but not perfect. This causes the wobbly text movement. Maybe try stabilizing and precomposing your footage before tracking. You can also try using the 3D camera tracker instead of motion tracking.

If you break down the example you posted, the look can pretty easily be achieved with several flat layers, a few drop shadows, and maybe a gradient ramp. In the case of the white streaks, you could try feathering some thin white shape layers and then play with their opacity or blend modes to get look you want.

If the file plays fine on your computer and streams fine on a smartphone, there is most likely nothing wrong with the video file, just the system you are playing it on. Have you tested it on a different computer?

Could you describe the issue more precisely or post a screen shot of what is discolored? Could it be you have motion blur turned on?
