Concur with you on the panning laws being a concern.
One of my colleagues had a recent premiere cc project he exported as individual surround stems (sourced from a pro-tools mix) same situation as me, but he had the sequence set up for Multi-channel, NOT the 5.1 option.
His levels came through, unmolested.
So I made a new sequence with those settings and now the audio is exporting
at the levels it should be (not being adjusted -6db on export)here’s what the mixer looks like on that if helps anyone else.

set media encoder for h.264 on the left part of the screen then to
the right of it choose an h.264 preset that most closely matches.maybe try vimeo hd.
then go into that to change the settings, change to profile 5.1
If its on 3 I think it limits the resolution it can be. I do know in mpeg2
encoding there are only certain sizes it will do.A video that size might need to have a maximum vbr bitrate of 10mbps or 15mbps
in order to look good. But try it at 5mbps first and see how it goes.
The lower the bit-rate, the less likely to stutter, especially on older computers. -
ya they are working on fixing that for the upcoming update of cc 2014.

Your system seems more than adequate, the usb 3 drive could “possibly” be part of it.
is it actually a usb3 connection on your system?I would think 1/4 res with two streams of avchd should be smooth on your setup.
I find converting AVCHD footage to be a wasteful step, I don’t think
it would make a difference. -
seems like you are pushing the envelope there with the system
specs you listed.Are you editing at full resolution?
is it sluggish with the program monitor set for 1/2 or 1/4 resolution?

make a custom size sequence of 1998×1080 full frame or 2048×858 scope at 24 fps.

are you using any plugins like magic bullet or others?
You didn’t mention if you have a CUDA or OpenCL enabled gpu.

right click the clip and interpret the footage at 36 fps.
you should then be able to put it in a 30 fps sequence and have it behave properly.
