Not to rain on a parade, but have you looked at what comes with the $749 Z200, I just looked at a brochure for the Z200, and it looks like the low end model can come with a Intel® Celeron® G1101 CPU,or Intel® Core® i3-530, Integrated Intel 82578 Graphics and a gig of ram, so a model to meet the specs of the UltraScope maybe a bit more.

Usually it can mean limited resources, particularly with highly compressed footage, what is the type of footage and what are your computer specs?
BTW, your caps lock maybe on, all caps mean shouting on the net. -
One of the things that will screw up a Ppro HDV capture is a GOP drop, it can mess up audio sync from a few frames to a GOP or two, if you have problems with a whole tape you may have a drop in the begining, if it goes out of sync down the line you may have to scrub through the timeline to find the point where the drop happens

win 7 Pro or Ultimate 64bit allows 2 CPUs, so a mobo(server) with 2 xenon i7 cpus will give 16 cores and usually 6 or more memory slots. -

You’re going from a compressed format to extremely compressed, the higher the compression usually the more problems you have“2x Samsung Spinpoint F3 1x TB drives in RAID 0”
Are these the only drives in your system??

Whether or not it plays in Media Player has nothing to do with working in Ppro, a request for help should include, the type and parameters of the clip, your project settings are, what operating system you are using, what version of premiere pro you are using(which you have), and a description of your computer, and what you did in the workflow to get where you’re at. -
Probably what the problem is win7 loaded the wrong firewire driver, a DV camera if it installs right will show up in the “Device Manager” under the heading of “Imaging devices”, a HDV camcorder will show up under the heading of “Sound, video and game controllers”, the best thing to do is look at the chipset on the firewire card, and then check the “Controller” listing under the “IEEE1394 Bus Host Controllers” Heading and see if it matches the firewire chip on the board, if not just select the update driver selection under the Driver tab, select browse, and select pick from a list, you can select Legacy driver or uncheck the Show compatible Hardware box and see if its in the list.
