Doubtful your hard drives are the bottleneck, especially if you’re only working with one stream of video.
What version of OSX are you running and what version of Premiere?
Your processor seems a bit on the slow end, but it is hyperthreaded which makes me think it might be fine in your situation. What does your system monitor look like in terms of CPU percentage used when performing video playback?
Also, it may actually use less CPU to edit in 1080p natively and just scale during export. A more suitable GPU could take the scaling work off the hands of the CPU if you do choose to upgrade.

There is no option to re-interpret merged clips. Give track keyframing within a stereo submix track a try. It’ll be better if you have the edit locked before you start mixing but I think you’ll be fine.
Plus, I think you’re overthinking things, if you’re working with a stereo pair that’s just cloned mono, you aren’t gaining anything. In fact, through post it’s much easier to work with true mono sources.

It’s a common issue, generally you want to do the following:
1. Create a new audio track, the stereo submix.
2. In the audio mixer, pan track 1 (assuming this is your “left channel”) to the left, track 2 to the right.
3. For these two channels, change the drop down from “Master” to your stereo sub mix. This will create a mix track.
4. Make sure the audio track is expanded for the stereo submix (click the triangle next to the track name to expand)
5. Click the Keyframes icon, select Show Track Volume from the fly-out menu
6. Add keyframes on the timeline or drag the yellow line to adjust volume
Or
Option 2 (Clip): Adjust volume in the Effect Controls Panel
1. Select Effects (Shift 7) > Audio Effects>Mono
2. Drag and drop the “Volume” effect to the clip on the timeline
3. Right-click on the clip, select Show Clip Keyframes > Volumes > Level
4. In the Effect Controls panel, click the stopwatch in front of Level to ON to make the Add-Remove keyframe button active
5. Add keyframes in the Effect Controls Panel or on the timeline to adjust the volume
6. Copy the effect keyframes from one mono clip to the other.

For web? No. Limits were originally in place to remove the possibility of interference/crosstalk in an over-the-air broadcast signal.
Of course, if you boost anything to the point of clipping to 100% (in the case of your red channel) then you’ll lose detail. If you can dial back saturation to retain definition, it may be worth the adjustment.

It may do multiple video tracks but there is one issue I’ve come across multiple times with XML in Resolve: If you have multiple cuts of the same video clip, Resolve may only link one of the cuts and refuse to link the others. You may need to rebuild parts of your edit within Resolve.
Alternately, in Premiere you may find that renaming the files in your bins will not change what they’re named in the timeline which is what the EDL uses.

Premiere Pro does not burn discs. Are you exporting a video file and burning it directly to a disc? If so then this is the incorrect way to author a compatible DVD.
You need to use Adobe Encore (only installs with Premiere) to author a compatible DVD. This tutorial looks like it’ll cover it https://www.youtube.com/watch?v=50FmEzktcKA

Export a Final Cut XML file to import into Resolve. If your timeline is EDL ready (single track of video) then an XML file should work just as fine in Resolve.
The advantage is that the XML exports with a clip’s tape name (also known as reel name) which Resolve will use to match a clip from its media pool. Premiere’s EDL only exports clip name and that is why it is failing.

In Premiere no. You can achieve this with expressions in After Effects, however. The quickest thing to do is just animate it by hand I would imagine.

Edit > Preferences > General. Last setting will be a checkbox for default export location, select it and select a path. You should be set.

Open Adobe Media Encoder, drag original files onto the Window, apply preset and export.
If you don’t try to save the files in the same folder, they’ll maintain the same file name.
