Please can you first check that you have updated Adobe Premiere Pro to 1.5.1 from the Adobe site.
I have attempted to replicate this issue without any problems. This may be isolated to your system.
If so please email pcsupport@blackmagic-design.com
Thank you .

Hi
We are currently looking into this issue with Adobe Premiere 1.5.1.
In the mean time while we do some testing you can import you clip into a Blackmagic Uncompressed Project 8 or 10bit. Or use Adobe Premiere Pro 2.0 is you have it available.
email – pcsupport@blackmagic-design.com if myou have anymore questions.

Dear Mike
Please can you confirm the workflow you are using.
From you description it would appear that you are starting with Uncompressed 4:2:2 media and export to DV 4:2:0 media. Exporting to DV or via Adobe Media Encoder to a compressed format will produce a low resolution image than Uncompressed.

October 3, 2006 at 7:28 am in reply to: HDV to SD really bad motion artifacting (HELP) Prem Pro 2Hi
The 1080 projects field order will be Upper field first where as NTSC 16×9 will be lower field first.
Once you dragged you clip on to the timeline – right click . field options > reverse field dominance.
Alternatively flicker removal can be removed by moving the entire frame 1 line at a time.
please email – pcsupport@blackmagic-design.com if you have further issues.
If so please include the format and workflow and the Decklink device you are using.
Thank you.

DPX file sequence can be converted into uncompressed video files using Framelink.
To generate a frame link movie – right click in a spare folder with enough room to create a movie.
New > Blackmagic Framelink Movie. Select the preset. You will now see a new drive letter appear – G: for example. Place the dpx sequence in this folder once completed right click and disconnect the drive letter in this case G:
Framelink will then arrange the stills into a motion AVI movie file and be ready for playback.
Playback now should be dependant on your system and you access time from your disk arrays.
Please be aware that Fusion 5.0 is a composition application and not a Printing back to tape.Further configuration options for output from Fusion can be found here.

Let me kow if you have anymore questions. -
XP X64 drivers for Decklink were produced for usage by software developers using Directshow on this platform.
Unfortunately Quicktime does not support this Windows Operating system. Which means most of the Decklink applications will not work.
You should review the following tech notes before continuing.

https://docs.info.apple.com/article.html?artnum=303879
Recommend using X32 if you are an editor and you want all of the functionality from our drivers.
If you have anymore questions please email me or post to the cow.

Hi
Having a few issues in finding the specifications for this machine on the Dell website.
However – you probably have the PCI16x and PCIe8x model.Have you tried both ? the 16x and 8x PCIe connections.
Usb2.0 and PCIe cables should be connected and the MBX should be powered on before the Workstation.
Check the BIOS firmware is updated from the Dell website – if this is possible ?
The problem we are facing here is that the dell machine is off specification and has not been verified.
Making it impossible to test or to get assist from Dell in this matter.Intel, Supermicro and HP on the other hand have always assisted in verifiying hardware and solving issues. This makes a huge difference to all of us.
email – pcsupport@blackmagic-design.com – if you need further assistance.
