Download and use that footage as a layer.If you need to recreate this as your original work Just make a shape layer of color with a black spot, add a gradient effect to get the nice shading
Then scale it through the range of center sizes you need and precomp that/
Use that precom to clone as many layers as you want.
There would be multiple ways to stagger them for time to get the cascade effect.
An expression can be written or modified from a web downloaded script to keep the scaling proportional over time. if you just wanted to animate shape layers.Whether you are confident enough to animate repeated shape
layers with an expression or clone some time – scale precomped footage for layering there are many variations possible.Starting out making a single shape laye and scaling it over time will give you a starting point to understanding how you could make it work.

When Photoshop works open the system task manager and look at the Processes tab and the Performance tab.
Click the column headers to see what programs or services are taking up the CPU time and the RAM and disk resources.
Take a screen shot of those tabs and store them for later.
When Photoshop is not working repeat this process of going into the task manager, taking screen shots and storing them.
Compare the screen shots. How do they differ in terms of processes listed and the system loads involved. Are any other processes getting in the way? or taking system resources.
Also get familiar with system logging. Not just errors but system events.
With these methods you can track down for yourself what may be interfering with Photoshop.
Also when was the last time you used a system utility such as PCTuneup to clean your registry, fix broken shortcuts, clear out old cache data etc?
A broken shortcut on the desktop after an update might be the only problem.
If Photoshop does not start from an icon or the start menu did you ever open the Adobe applications folder and click the Photoshop.exe file?
If you are on Creative Cloud and none of the above work for you a call to support will help. but fixing it yourself will feel good and teach you more.
Also make note of the time and day when Photoshop does not work. Is there other hard drive activity going on? Do you have a scheduled update or defrag going on or an antivirus/malware scan? You could investigate your system settings and your internet suite settings to find out more.

Or the preview window?Are any layers shy-ed or hidden?
Any solo toggles on ?
Is the compo you were working on the same one which is active when the spacebar command fails?
Have you changed any key mapping?
It is most probably some simple switch that has been changed and forgotten.Are you using a wireless keyboard? How long since it has had a new battery?

Are you being paid for the job (i.e. how much time are you motivated to invest?)
Are you willing to use the opportunity to learn new methods etc. ?What software do you have available.
Potentially you could use Photoshop to mock up a 3D shape and aplly it to frame by frame footage renders.
Or even do it in GIMP.Since you are on an After Effects forum it is assumed you have After Effects.
You could use the C4D lite to construct an object to animate.
Or you could find stock footage or make your own footage of a liquid vortex and with effcts turn it into a layer for overlay and further effects.Learning some masking and blending techniques will help you make the illusion more believable if that is important.

Maybe he is preparing templates for publication in an effects package. The end user would not be able to modify them or reconstruct them to suit user purposes. If the user sat how the nullls were constructed they could possibly construct their own.
