Check the Shutter Angle in Composition settings. By default it is 180 degrees.
Alternatives:
Precompose all layers and apply CC Force Motion Blur on an adjustment layer.

when I try to output a single frame from this command,
Which command are you using? Is it ” Cntl + Alt + S ” ?
By default it is set to Photoshop document which should not create any problem.
Try deleting your Pref file. Hold ” Cntrl + Alt + Shift ” as you start AE and choose OK.

I think you are not familiar with the AE.
Also what is the difference you use Adjustment Layer and Parenting?Adjustment layer and Parenting are totally different features of AE.
You can search all info about these terms in Adobe After Effects Help Document.

Where you want the video to play? Is it for Web or you are going to burn it on a DVD?What quality do you want?
You can go for QuickTime PNG video Codec. The file size is moderate with no quality loss.
Click on the highlighted area next to Output Module to open Output Module Settings and then Choose PNG Video codec in Format.

Make sure your Tracker Type(Below Current Track Option) is what you have chosen before tracking. For example: Your Track Type is Transform when you started tracking. But by mistake you have changed it to RAW. In this case the Edit Target will grey out. It might be the problem.

To add on what Zach ahs said:
“Close” option will close the composition and has a shortcut key ” Cntl + W”. If you press ” Cntrl + Alt + W “, All the composition from the Timeline will be closed.
I use this shortcut when too many comps and pre-comps are opened in Timeline just to clean up and then open only the required one.
