Oops, sorry, I meant Final Cut Pro 4.5.x , not Final Cut Express (which is only at 4.0 right now).
The basic rule to go by is using the software version that was up-to-date when the hardware was current. With FCP 4.5 (alias FCP-HD) you could even handle DVCProHD quite OK (but not HDV). While FCE is offering most of the features that FCP has, I think that one thing for any serious pro is missing: logging plus batch capture.
So, better get yourself a license of FCP 4.5.

As long as we are talking DV, just give it a bit more RAM and FCP 4.5.x (the latest) and you are set. You can even capture with it.

If the so-called “film-look” is appropriate, yes, use a good de-interlacer for 25p and slow it down to 23.98p with CT.
If you go Nattress, you don’t need to de-interlace, his filter is taking care of it and you even have the choice of re-interlacing in NTSC or going to progressive frames.

De-interlace some critical scenes of that PAL footage and look at it in 25p.If that looks good, you can use Cinema Tools to conform it down to 23.98, which is quick and great quality. After all, you’ll have NTSC footage with the same temporal look.
If not, you have the choice of using Nattress’ filters (faster, good) or Compressor (better in some cases, but very slow).

Set your timeline to ProRes, render, export and encode in Compressor.

We ran into the same problem with the DC20. Had to find an old driver and run it on a Mac with OS 9 native to get at our footage. You may have more luck with the DC30, though, since here’s a free driver for that card on some Macs:

If you could afford to have 25 mbps on the DVD, you’d be able to use your native footage

HDMI can’t control a tape drive. You need to route control through Firewire or RS422.
