The example you posted can be done in several 3D packages. C4D can certainly do this.

Other things you may be able to use:
Before compressing the image to a line in the middle you may want to use the Bad TV preset from AE to have a few frames of noisy distorted image.
On the black solid that Dave mentioned apply a noise effect, monochromatic and not too intense.
Look for references on YouTube though and send them to your client to get a better idea of what they envisioned for this. As Dave said, it may be different from what we think they want.Tudor “Ted” Jelescu

You can use AE for sure. There are several great tools out there, but the best I found so far is duik tools and it’s free.

December 4, 2014 at 8:16 am in reply to: Adding effects to multiple objects at onceIf you’ve done already all the work and all you need is to apply a camera blur, do it for every layer of the object/graphic, create an Adjustment Layer with Expression Control Sliders and link the properties of the Camera Blur from each layer to the Sliders in the Adjustment Layer. This way you can animate the Blur on all elements of the object at the same time.

A Photo Filter can help with the blue hue. Trapcode Shine using a blue color preset and Normal compositing mode can add to all that’s been mentioned.

My workflow: in Premiere right click on clip and replace with AE comp. Do my AE work and render out, go back in Premiere and replace my AE comp in the timeline with the rendered piece.
Make sure that you flush the cache once in a while.Tudor “Ted” Jelescu

I still find it more practical and fast to create separate AE comps for each of my FX shots.

You can animate one bird in a 3-5 second loop, render out with alpha or precomp and then duplicate and offset (flip, reposition and/or scale) the layer.

Select the video clip as grain source and play with the intensity and transfer/compositing modes – Film works best for me. Also check the monochromatic option.
