Boris calls them apply modes and they are under the composite tab.
You might want to try pixel chooser for this, though… Very powerful feature in Boris that seems to be little used…

it sounds a little high…
I usually render out 30 second spots and those usually hit around 700 – 900 megs depending on how much information is in the frame at any one time.
Someone else might have a better answer.

make a solid, add the fire filter, make a cylinder on a separate track and then drop the solid onto the face track of the cylinder. Then adjust the cylinder and fire to your liking…

I use windows media encoder. The biggest plus is that it’s free from microsoft. I can usually get a :30 down to about 1.5 or 2 megs. Quality is subjective but none of my clients have ever mentioned poor quality…
