There are several ways to create masks in Vegas. To make simple key-frameble masks, you can use the Cookie Cutter FX in the FX tab.
To create key-frameble masks with a pen-tool, you can use the EVENT PAN/CROP tool. Or you can create black/white/greyscale masks in a program like photoshop and use it as a mask by applying the MASK GENERATOR FX (also in the FX tab). And ofcourse there is the spicemaster plugin which can also be used to create motion masks.
Going from 2h to 20 seconds in only an increase in speed of 360 times. By dragging on the timeline, you can achieve an increase in speed of 4 times. By importing this project in a new project (nested project) you can repeat the proces to give you speed of 16 times. So repeating two times more gives you a speed increase of 1024 times. Altogheter not so much work, and no in-between rendering needed
Just add the event with transpary to the time line and right-click on the event. Selecting the PROPERTIES option allows you to select the right transparancy setting for this event

Although I haven’t seen how your artefacts look, I can say dat the BCC DUST AND SCRATCHES filter, which is e.g present in BorisFX, does a good job. Boris FX is a plugin for Vegas, After Effects and for Premiere.
