Yes DV.avi captured should be about 12-13GB/hr. Same thing with HDV captured!!

Smart rendering (if available) will not rerender unaltered footage. However change anything and of course it will need to be rerendered. Since MPEG 2 is a lossy codec you would be rendering a lossy codec into a lossy codec thus the considerable loss of quality.
Thats one reason that MPEG2 is considered mainly a delivery format and not a capture format (for editing). -
In the track header are several little icons. It might help to check the help file and find out what each means and does.
The one that looks like an exclamation point is the solo icon. If it is activated that track will be activated and the others will be inactivated. An inactivated track is generally dark gray. The crossed out circle is the mute icon. That inactivates (or turns off) a track. If your video tracks are muted or you have a track with no video where the curser is soloed, you will get a blank (black) preview screen.
Same works for audio tracks.

Place one video on track one and one on track two. Use pan and crop to resize the video on track one to the desired size. Now you will be able to see part of the video on track two. ‘Copy’ the event in track one. Solo track two and now you will only see the video in track two. Right click the video in track two and ‘paste event attributes’. This will make both videos in 1 and 2 the same size. Unsolo track 2 and use track motion to place the videos where you want.

While you have said a lot there is really not enough specific information for us to help you much.
Did you capture the video yourself? What did you capture it from and what form is it in (format)? Did the audio come with the video? Or did you capture additional audio to add to your video?
If you got your video and audio onto the time line and edited and it played satisfactorily (I can’t tell from our description)in the preview are you trying to figure out what to do next with it. BTW DV.avi video is about 1 hour of video and audio per 13GB. It is a lightly compressed format (about 5:1)If your plan is to make a DVD out of the project then you need to render it out to MPEG2. DVDs must be MPEG2!! You will need a DVD authoring/burning app such as DVDA or Nero etc. I use DVDA. For best results with DVDA you render the project into MPEG2 video and AC3 audio files. When you do this rendering you can figure that about 70 minutes of video will fit on a standard DVD at a reasonable bitrate. You can fit more by lowering the bit rate but the quality takes a hit. Try just using the defaults and if your project is under an hour there should be no problems. You then take the (much smaller) MPEG2 files into DVDA and create the DVD. But thats another story.

What form of .avi is your footage. You probably do not have the correct codec on your system. Download the free utility G-Spot. When you drop your video on G-Spot it will tell you what co-dec was used and if you have it on your system. If you don’t you will have to go find it. (Google it) and install it. Then Vegas MAY work with it. Vegas does not support every single format out there. I don’t believe any NLE does.

Welcome to the world of overscan. All TVs will overscan your image, some more than others. That is why Vegas has a “safe” zone marker on the preview screen. Keep everything of importance iside that safe zone and you ‘shouldf’ see it on your tv. If you want you can pan and crop your image (shrink it to a smaller size) but if you do it too much you will see a black border around your picture. And it would have to be different for different TVs. Have fun.
