What happens if instead you go to file>import.DVD camcorder disc?
Is that where you get the audio gaps? -
M2ts is I believe AVCHD which is much more difficult to work with and very processor stressing. Using a proxy or intermediate as I believe you are alluding to does help in certain curcumstances. By the way they are not the same thing.

How old is your DVD player? The older DVD players (say over3-4 years old had much more difficulty with recordable DVDs. And the cost of the unit was not particularly a factor.

BTW you have analog tapes. How do you plan to convert them to digital for capture?

Why not take it to Super and convert it to .avi which Vegas likes.
You could ty droppping it on G-spot to find out what codec is needed and if you have it installed.

I think you probably need to expand your time line so that you can progress frame by frame.
Click on the + sign in the lower right corner of the time line. This will stretch out the time line and you can click it enough times that you can advance frame by frame by using the arrow keys. As mike said you really can’t get much more accurate than ‘frame accuracy’ You can see if it is advancing frame by frame by watching the counter in the lower right corner. You should see the frame cound advance one by one rather than a bunch at a time.

Sorry, a little confused. Are you having problems capturing your video from the camera to the program or computer. Or are you able to capture to the compter but not able to import them into Vegas and have them appear in project media?

You might try explaining what you mean by cooke cuttered. What do you see?
