I have a saying, “friends don’t let friends edit 720P in Avid.” We do all of our work at 1080 and do the crossconvert out if someone needs a 720P master.
Once you get into the 720 world in Avid, the rest of the world is closed off to you. Don’t go there unless that’s all you ever want to do.
As to your problem, the way I read it, you offlined with downconverts at 29.97 and now you want to do a 720P online? Is that correct? That is a standard workflow and I don’t see where you are having a problem.
Normally you would just modify your 29.97 sequence to a 720P sequence. Why aren’t you following this approach?

After logging the “A” camera, just copy the slips to another bin and first unlink them (CTRL [PC] CMD [MAC] + Shift and the “relink” file menu will change to “unlink”), then select them all and choose “modify” and give them the “B” camera tape name. Batch capture away.

$8 just makes minimum wage in California. No one can even live on that. Forget providing gear.
I’m just in shock that in the US anyone could be paying $8 an hour for a professional job! Of any kind!
Maybe we will be able to compete with China soon after all. 🙁

You don’t have a viable business model. As others have said, you have to add value. What market are you in? Do a search in your local papers and CraigsList for your area. You can find folks renting out FCP rooms for next to nothing! You need to do your research in your local market.
We have a lot of FCP / Avid rooms that switch what they are depending upon the startup drive you use. We also have all the facilities a producer could need from hi bandwidth internet to a FAX machine, copier, conference room, receptionist, Tape Vault, etc.
We also have all flavors of decks, in house talent for graphics, audio, offline and online editing. Don’t forget shared storage for those jobs that need more than one system.
Most important, we have the tech staff to fix any issues that come up and we have redundancy in equipment to get a session back up and running in short order if something dies.
And ALL of that is provided in the range you are talking about billing. I don’t know your market, but I doubt you will get anywhere near that amount without all the above. And that is a big nut to carry every month.

It’s not your drives space available, it is your computer’s RAM that is the problem. Pan & Zoom loads everything into RAM to preview to you. If your RAM is used up then you will get that error.
How much RAM do you have. I would recommend 2 GBs if you don’t have that.
How large is the picture you are trying to use? You can resize it smaller in Photoshop and that might handle the error.
What resolution do you have selected in the Pan & Zoom plugin? You can select a draft resolution, I believe it’s called video resolution, before you try to load the picture. It will give you a very low quality preview, but when you render it will look great. This also keeps the plugin from eating up so much RAM.
