True, however FCP leaves a 1 frame black hole which I prefer as it makes it easier to spot the trouble areas.
As for effects, they stay with the FCP timeline and scale properly.
This shouldn’t be that big a deal for Avid to write. It could be a stand alone tool like MetaFuze that you just drop your sequence in and it does the conversion. No third party can do it because Avid has too many proprietary secrets in their effects code.
I’m not defending anyone here as most of the time you are right about the original editor. What I’m finding increasingly though is people who sell the show after the fact and then find out they ned to deliver a 24 frame master.

This is the way you have to do it, but it isn’t “great” by any stretch of the imagination. Using the ancient EDL technology to convert projects is very stale.
Effects and titles don’t come across.
You will have lots of edits that are off by one frame.
And any dissolves will wreak havoc with your timeline until you rebuild them.
Contrast this to FCP where you can copy the timeline in a 30 frame project, then paste it into a 24 frame timeline.
I’ve been begging for Avid to fix this for years, but apparently the broadcasters don’t need this so Avid gives it short shrift. In my world I am constantly fighting this as clients offline at 30 the want a 24 frame HD master.
Can you tell I’m pissed!

This is true in SD but NOT in HD!!!
CC is buried in AHNC and VANC metadata in the HD world, it no longer is part of the picture. This makes fixing CCed masters a major PITA!

I too am trying to clear the haze in my crystal ball, but near as I can tell, no one has figured out how to provide programming for free that people will consistently watch. So we may all have a future getting paid to do what we do after all.

I recommend two places for you to go for this info. The first is the Avid Community forums where there is a dedicated 24P room. Michael Philips is very active there (and visits here also) and he is the Avid wizard of all things film and 24P.

Bottom line is that 24P can be a wonderful experience or a nightmare depending upon your sources and workflow. You are very smart to get the info ahead of the game as this will make your life much easier later on.

This is a huge question with tons of variables. You are talking about compositing which is not the strong point of any edit system.
Basically, you have two options.
The first is to “Key Out” the material you don’t want. This can be done by selecting the luminance or chroma that you want to remove. This works if the subject is shot against a green screen or a very dark background. The trick here is that you need to have separation between the background levels of luminance or chroma, and the foreground subject. From the sound of it, you don’t have this luxury.
The second option is to erase the material other than your subject. To do this you will probably need to use a process called “Rotoscoping” which means you outline what you want to keep frame by frame. This is a tedious process and requires patience and skill. Also, doing it in an edit system is far from ideal. There are third party programs that are designed to make this process easier.
Usually some combination of the above two processes will be used to get to the desired result in a case like yours.
My recommendation is that you find someone who does this for a living and get them to isolate the shot for you.

You are probably seeing some of the blanking at the edge of frame. Try using the crop function to bring the edges in a little.

You can’t mix frame rates in the timeline in MC. You can do it in FCP, but it isn’t done correctly so the end result is bad.
As your boss has already discovered, going from 30 to 24 isn’t pretty. You can go through an expensive standards convert like a Teranex box, but this is very expensive.
