Sorry. There are none that I know of besides the Cineform codec. Unless you are willing to export to a numbered series of stills. That might keep all of the quality you could hope for.

I prefer using the HDV in the SD sequence so I can pan and scan around as required. Sometimes just scaling it is fine. But more often, I like to use the best part of the frame. Of course, this means you have to render. So if you are using everything as is, export it to SD DV AVI and use it without having to rendewr all of the time.

Without Aspect HD, you are not going to get a good results. Adobe admits this here:

I just use the filed options for the video that you get to by right-clicking on the clip in the sequence. Select Always Deinterlace.

You are asking for trouble capturing on a Mac and editing on a PC. And you are getting what you asked for. Trouble.
If you have a .dv suffix, or no suffix at all, you may have trouble. Change the name to .mov and see what happens. In any case, you will be rendering whenever you do anything, unless you learn to capture in the DV AVI format that a PC expects.
I suppose you could export the file from Quicktime to a DV AVI, but there is no guarantee that there will be no quality loss.

The problem is that you need to cut down the frame size to as small as acceptable, then cut down the data rate to where it looks unacceptable (then back off by adding more data per second).
It is difficult to tell you how to do this since your footage is different than anyone else’s and what you will accept is different as well.

No. You do not. The only real value one of those cards provides is the ability to see your output on an external monitor. I recommend one of the less expensive Canopus ADVC cards for that purpose. Modern PCs can render fast enough to not need assistance.
My new PC is a real workhorse, and I got rid of my Canopus DVStorm2 a long time ago.
