The “throwing spaghetti in the air in a forest” I think is my favorite. I have no idea why anyone would ever do that but oh my words it makes me laugh. Maybe it is her superpower. To shoot spaghetti out of her hands?

The toon filter is extremely limited in what it can do. You will never be able to take live action footage and make it look like the sample you provided.

Maybe I’m miss understanding what you want to do but here are my thoughts.
Say you have a 5-minute clip but you need to cut a few sections of that 5 minutes out. Place the video in a pre-comp. Use the split feature to cut the clip and remove the unwanted parts. Make sure the clip doesn’t have holes in it and the clips play one after the other.
Go back to the main comp and add a speed change to your pre-comp to speed it up so it looks like a timelapse.

I would duplicate the card and add a blur to the top layer. Then add a mask so the card it blurry only where you want it. Parent the cards together so if you move the one, they will both move. Best of luck.

I agree, I would start with Getty. Depending on what you need you can also use Google to point you in the right direction. For example, I typed “9 11 stock footage” and this was the first result:

If you film it without moving the camera you can do multiple takes. In post freeze everyone and mask out the clip with the actor where they don’t freeze. You can hang out for a while and wait for the crowd to die down when you film the actor. If you can add the green screen behind them even better since they will probably cross paths with people behind them.
