Download the file and unzip it.
Navigate to your User/Movies/Motion Templates/Effects folder. Make a new folder called TKY Effects and drop the downloaded file into it. It should now appear within the FCPX Effects menu. Note that if you are running Lion you will need to relauch FCPX before it appears.

As Craig says quite a few people have addressed this with Motion templates – here’s one of mine that has lots of controls that should do pretty much everything you need.

That’s a shame. (I can’t even get it to “accept” a Hold behavior a within Motion Effect project let alone publish it.)
And it doesn’t really make sense that retiming shouldn’t be available within Effects, does it?

I definitely agree that it’s a load of fun – when it works.
It’s absurdly slow on my ageing MacBook Pro and I don’t yet want to load it onto my work machine for fear of messing up essential stuff. But yeah, maybe it’s just the novelty factor but a lot of it feels really exciting to use – and there are some genuinely good ideas in there, among the bugs and quirks and genuinely not so good ideas!
And don’t get me started on how cool the Motion 5 integration thing is!

Any idea why retiming behaviors don’t wortk with Effects but do work with Generators? Not sure I can quite follow the logic of this …
