It’s a 7.03 bug for interlaced footage.
Progressive footage doesn’t have this problem.

Use Motion instead.

Edit your compressor dvd preset.
You must use the resize filter in frame controls.
It will give you descent SD quality.
But it still will suck on a HD screen.
Hdv to dvd played on HD screen= no go.

Hdv. Just dont.
Blu ray is already encoded source.
Converted to Hdv long gop compression.
Some people never learn.

That’s a terrible choice. Just don’t.

Go for ProRes422 PAL.
Not just quality wise. But wise in general.
